Understanding how to fund care at home can feel overwhelming. Below is an overview of the main funding options available in Scotland, including local authority support and self-directed funding.
Free Personal Care in Scotland
Personal care is available without charge for people aged 65 and over in Scotland who have been assessed by their local authority as needing it.

Eligibility for free personal care is identified through a needs assessment, carried out by the council social work team. Referrals can be made by individuals themselves, by a family member, or by a professional acting on their behalf. Assessments may take place in the community or following a hospital discharge.
Self-Directed Support (SDS)
Choice, control and independence
Self-Directed Support allows individuals to arrange some or all of their care themselves, rather than receiving services directly provided by the local authority. This approach offers greater flexibility, choice and control, helping people remain independent and supported at home.

​​All Scottish local authorities must offer eligible individuals the option of self-directed support, including Direct Payments, allowing people to choose their own care provider.
